Impact/Purpose:
Many U.S. states are seeking quantitative information to inform the development of policies and plans to manage their greenhouse gas (GHG) emissions to reduce their contributions to climate change. A territorial GHG inventory has been a traditional approach to monitoring state GHG emissions. However, the type of inventory does not cover emissions that are driven by consumption of goods and services by the state where the emissions associated with providing them occurs outside state boundaries. The consumption-based emission inventory (CBEI) has recently been used for this purpose. EPA is developing CBEIs for Northeastern states. This presentation provides an overview of that project and the approach used. Some preliminary results are provided for the state of Maine. We will later produce a report describing the CBEIs and provide resources to conduct U.S. state CBEIs for any state. Any individual or organization interested in improving GHG tracking and management at the state level might find these resources useful.
